UP Textile Policy 2022

Exhibitions/Events/Brand Promotion
  • Four special exhibitions will be organised every year in big cities of the country outside Uttar Pradesh to promote the sale of silk, handloom, power loom products produced by the weavers of Uttar Pradesh. The weavers will be provided assistance to participate in such exhibitions. The approximate expenditure on each exhibition will be INR 50 Lakh.
  • Weavers, Master Weavers, Weaver Co-operative Societies, Handloom/Power loom/Textile Units (Micro Units) of the state will be given financial assistance to participate in up to 3 exhibitions/events within the country, which are organised by any Export Council established by the Government of India or State Government or any textile related events of notable agencies. The government officials shall also be sent to these exhibitions/events to incorporate the learning / best practices in the state. A grant of 90% of the total expenditure for participation up to two (02) persons will be given to the participants on reimbursement basis.
  • Preference will be given by State Government departments and their agencies to the Powerloom and Handloom products manufactured in state while purchasing items like uniforms, blankets, other textile products such as Sarees, dress material etc.
  • The State Government shall endeavour to sensitise large Indian and international brands and retailers to source from Uttar Pradesh, to help provide strong market linkage especially to MSME units in the state.

Procurement and Marketing Support Scheme (PMS)

  • Space Rent Subsidy: (a) Up to 100% for SC/ST, women entrepreneurs, units from North Eastern Region (NER), Persons with Disabilities (PwD), and aspirational districts. (b) Up to 80% for all other units.
  • Travel, Publicity & Freight Support: (a) Financial assistance of up to ₹25,000 or actual expenses (whichever is less).
  • Maximum Financial Support: (a) Up to ₹1.5 lakh per exhibitor per event, including contingency expenses.
  • Target Beneficiaries: (a)MSME exhibitors participating in domestic exhibitions or trade fairs.

UP Dairy Development and Milk Products Promotion Policy-2022

  • The following subsidy and concessions will be made available for market development and brand promotion for marketing of Milk Processing and Milk Products Manufacturing Units: To encourage export of processed products produced in the state, 25% of the actual expenditure on transportation of the products to the airport / sea level, subject to a maximum limit of Rs. 20.00 lakh per annum will be payable per beneficiary for three years.
  • For export promotion of processed products produced in the state, 20 percent of the Freight on Board value of the product for dispatch by ship/aircraft, subject to a maximum of Rs 40.00 lakh per annum, for three years.
  • 50 percent of the unit cost subject to a maximum of Rs. 5.00 lakh per beneficiary on sending sample of the product to other countries to encourage the export of the products by them to the milk processing units established in the state. This subsidy will be limited to one unit to one country and one sample.

Khadi Vikas Yojana

  • Modified Market Development Assistance (MMDA), the Subsidy @ 35% on Prime Cost for Cotton/Muslin, Wool and Polyvastra and @ 20% on Prime Cost for Silk Khadi.
  • Interest Subsidy Eligibility Certificate Scheme (ISEC), Khadi Institution is required to pay only 4% interest rate. The difference between the actual Interest charged by the Bank and 4% is borne by the KVIC as “Interest Subsidy”.
  • Work-shed Scheme for Khadi Artisans, (a) Individual workshop(20 Sq. mtrs): Rs. 1,20,000/- or 75% of the cost of workshop including toilet (90% for NER), whichever is less. (b) Group workshop(10 Sq. mtrs per artisans): Rs.80,000 or 75% of the cost of the workshop including toilet (90% for NER), whichever is less.
  • Strengthening Infrastructure of Existing Weak Khadi Institutions and Assistance for Marketing Infrastructure (a) Financial assistance for revival of khadi institution with ceiling limit of Rs.15.00 lakh(Capital Expenditure +working fund). (b) Financial assistance under Marketing Infrastructure for renovation of departmental sales outlets of KVIC /KVIB and institutional sales with the ceiling limit of Rs.25.00 lakh.
