Technical Upgradation support to MSMEs

The lack of modern machinery and technologies impacts product efficiency and productivity. This intervention is designed to address the challenges faced by the MSMEs in the state of Uttar Pradesh including superseded technology, limited access to modern machinery, financial constraints, etc. TUS offers financial benefits to upgrade the units with state-of-the-art technology.

Objective

Technical Upgradation Support (TUS) Scheme aims to provide financial support to MSMEs to purchase machinery, equipment, and other quality improvement interventions.

How it Works

Process-flow

  • Online applications to be sent in District Industries and Enterprise Promotion Centre.
  • Selection of application will be based on First Come First Serve Basis.
  • A technical committee to be constituted at district level to examine all applications. 
  • State level committee to be examine all the proposals received from the districts and approve assistance.

Eligibility Criteria 

  • Micro and Small units which have been in operation for at least 3 years will be eligible to apply.
  • Applicants have not received any benefits or grants from UP Industrial investment and Employment promotion Policy-2017 or any scheme of the state or central government.
  • If a unit applies for more than one item, then the maximum limit of subsidy for micro units will not exceed INR 7.50 lakh and for small units it will not exceed INR 15 Lakh
  • If the unit is closed within 5 years of receiving the facility or grant, then all the facilities and grants to be returned by the unit.

Benefits

Benefits of the Technical Upgradation Scheme (TUS)

  • Capital Subsidy: Financial assistance of 50% on capital expense with maximum of INR 5 lakh will be provided to the unit on installation of advanced plant and machinery.
  • Interest subsidy: 50% of the interest on the loan availed for the purchase of machines to a maximum limit of INR 1.00 lakh per annum, for a maximum period of 5 years.
  • Enterprise Resource Planning (ERP) System: 50% of the capital cost will be payable for installation of approved ERP system to a maximum limit of INR 1 Lakh.
  • Consultancy Assistance: Subsidy up to 50% of expenditure with maximum limit of INR 1 lakh for Consultancy support for, market survey, stakeholder conference, preparation of DSR/DPR etc.
  • Branding Support: 50% of expenditure on marketing with maximum INR 1 lakh.

Intellectual Property Verification: Trademarks, copyright assistance of 50% of the actual fees paid for certification with maximum cap of INR 2 lakh.

Financial assistance for upgrading DG Sets in NCR region conversion of Gas based generators used in dual fuel mode, DG Set with 100 percent or retro fitted emission control devices (ECD)/LPG/Natural gas/biogas/propane butane to new generators as per CAQM standards of NCR.

Standard, Process, and Certification Assistance: Management system certification, Process compliance certification, voluntary product quality standards and certification and compliance under BIS Act and FSSAI Act.

Additional Benefits of the TUS under RAMP Programme

  • Provide an additional 15% subsidy to MSME units for technical upgradation, over and above state’s scheme.
  • Preference will be given to MSMEs planning to adopt green solutions, invest in solar or another renewable source of energy, use retrofitted devices and women owned MSME units.

It is anticipated to enhance the productivity of the MSME units by giving them financial assistance to purchase of state-of-the-art machinery.
