One District One Cuisine (ODOC Scheme)

One District One Cuisine (ODOC) is an initiative focused on promoting the development, production, value addition, quality enhancement and market competitiveness of traditional, distinctive and locally identified food products associated with different districts of Uttar Pradesh. The scheme is designed to support individuals, producers, artisans, entrepreneurs and enterprises that are already engaged in ODOC-related activities or are willing to establish or expand businesses around the identified product of their district.

The scheme provides support across the business lifecycle—from establishing new units and expanding or diversifying existing enterprises to improving production capacity, packaging, food testing, quality assurance, shelf life and cold-chain infrastructure. Eligible activities may include installation of automatic production machinery, modern packaging and labelling equipment, deep freezers, reefer vans, mini cold rooms, food-testing equipment, shelf-life enhancement machinery and cloud kitchens.

ODOC also focuses on taking district-specific products beyond local markets through marketing, branding, digital promotion and export-oriented development. The programme supports the participation of eligible units in national and international exhibitions and provides assistance aimed at making products more competitive and export-ready.

Another important component is training and capacity building. Entrepreneurs can receive training related to food safety, hygiene, quality enhancement, shelf-life improvement, product development and Good Manufacturing Practices (GMP) and Good Hygiene Practices (GHP), through institutions such as FSSAI, CFTRI, NIFTEM and FICSI.

Objective

  • Promote District-Specific Food Products: Accelerate the development and promotion of traditional, distinctive and locally identified food products of each district.
  • Build Entrepreneurial Skills: Provide training and capacity-building support to producers and entrepreneurs in food safety, quality enhancement, product development, GMP and GHP.
  • Expand Domestic & International Markets: Strengthen marketing, branding and export-oriented capabilities so that ODOC products can compete effectively in domestic and international markets.
  • Improve Quality & Value Addition: Encourage better food safety, hygiene, quality assurance, shelf life, packaging, labelling and development of product variants.
  • Strengthen Production & Enterprises: Support new, expansion and diversification units and improve production capacity through modern machinery, infrastructure and financial assistance.

Eligibility

Age: The applicant must be at least 18 years of age.

Educational Qualification: No minimum educational qualification is prescribed under the scheme.

No Default: The applicant/unit must not be a defaulter with any nationalised bank, financial institution or government institution.

ODOC Association: Financial assistance under the scheme is available to units associated with the identified ODOC product of the concerned district.

Own Contribution: General-category beneficiaries are required to contribute 10% of the project cost, while beneficiaries belonging to the specified special categories are required to contribute 5%. Special categories include SC, ST, OBC, minorities, women and persons with disabilities.

Single Benefit: The scheme provides for one benefit per applicant/family, subject to the conditions prescribed in the SOP.

How to Apply?

Identify the ODOC Product: Identify the ODOC product associated with your district and ensure that your proposed business activity is related to the identified product.

Prepare the Project Proposal: Prepare details of the proposed/new or expansion/diversification unit, including the nature of activity, project cost and proposed financial requirements.

Submit the Application Online: Apply through the designated departmental online portal. The SOP provides for online submission of applications for scheme benefits.
