RAMP Programme

“Raising and Accelerating MSME Performance (RAMP)” is a World Bank-supported Central Sector strategic initiative to enhance the performance of Micro, Small, and Medium Enterprises (MSMEs) in India. The Programme aims to provide comprehensive support to MSMEs, by improving market and credit access, strengthening institutions and governance at the Centre and State, improving Centre-State linkages and partnerships, addressing issues of delayed payments, and greening of MSMEs. The Government of India envisions RAMP as a pivotal tool for empowering MSMEs, fostering innovation, and driving economic growth. Accordingly, under RAMP, the Government of India has accorded approval for a Strategic Investment Plan (SIP) to be implemented in the state of Uttar Pradesh.

Objectives of the RAMP Programme

The RAMP Programme aims to strengthen institutions and access to markets to enhance MSME Performance. The objectives of the Programme are :

  • Strengthening coordination and institutions at the National and State level
  • Building and integrating technology platforms
  • Enhancing firm capabilities and access to markets
  • Strengthening the receivables financing market
  • Enhancing guarantee products towards increased greening and gender participation
  • Expanding access to Online Dispute Resolution Mechanism (ODR)

Accordingly, under RAMP, the Government of India has accorded approval for a Strategic Investment Plan (SIP) to be implemented in the state of Uttar Pradesh.

Nodal Agency - Implementation of the RAMP Scheme in Uttar Pradesh

Uttar Pradesh Small Industries Corporation (UPSIC Ltd.) is the nodal agency for implementing this scheme in the state and leveraging RAMP to enhance the performance of MSMEs in the state. In line, the Government of India has approved various interventions as part of the ‘Strategic Investment Plan (SIP)’ under the RAMP framework for the state of Uttar Pradesh. Enhancing participation and Implementation in ZED, LEAN Scheme

This intervention aims to increase public awareness of demanding Zero Defect and Zero Effect products through the MSME Sustainable (ZED) Certification workshops and motivating our MSMEs to adopt a quality-driven ecosystem.

By FY 2027-28, 1638 ZED workshops are to are targeted to be completed with the outcome of 20 certifications per workshop, making it a total of 32,760 ZED Certified MSMEs in 4 years.

Technical Upgradation support to MSMEs

This intervention aims to provide financial support to the MSMEs for the purchase of plant, machinery, and other quality improvement interventions. The lack of modern machinery and technologies impacts product efficiency and productivity.

During FY 2024-25 to FY 2027-28, it is targeted to benefit MSMEs in availing 15% additional subsidy over and above the state scheme.

PLEDGE support

This intervention aims to promote the establishment of private MSME Parks that boost the state's industrialization, support economic progress, and facilitate job creation by providing easy finance to the promoter for setting up private industrial parks.

During FY 2024-25 to FY 2027-28, it is targeted to establish 16 Pledge Parks in Uttar Pradesh, 02 Pledge Parks to be established at 8 aspirational districts. To encourage and boost the development of the PLEDGE Parks in these districts, a fiscal support of 50% of the interest to be extended on the gap funding to all such PLEDGE Parks in the state with a capping of INR 50 lakh.

Vishwakarma Artisan Connect – Empowering Artisans

The project's primary objective is to establish a digital marketplace where Vishwakarma artisans can connect directly to customers. This platform will enable artisans to expand their customer base beyond their local communities, connect with a larger market, and gain recognition for their exceptional skills and craftsmanship.

Vishwakarma Artisan Connect Portal to be developed with the capacity to onboard 5,00,000 Vishwakarma artisans/craftsmen, establish market linkages, training, awareness & provide handholding support.

Strengthening
Monitoring & Evaluation
Ecosystem through
UP MSME 1-Connect

The Government of Uttar Pradesh is committed to strengthening the Monitoring and Evaluation (M&E) ecosystem, one of the key focus areas in the RAMP. The RAMP Programme aims to enhance data-driven reporting mechanisms to monitor & track the interventions to achieve the outlined targets. The UP MSME 1-Connect Portal is a unified platform for MSMEs to act as a digital one-stop solution for MSMEs in Uttar Pradesh.

UP MSME 1-Connect Platform, Mobile App, M&E dashboard and Call Centre is to be established. This unified portal tracks, monitors, and reports the progress achieved in various state schemes & interventions under the RAMP Programme.

Support for Awareness and Strengthening of Environmental Social Governance

The intervention aims to elevate safety and quality standards in MSMEs, ensuring the protection of workers from workplace hazards. Simultaneously, it aims to incorporate ESG (Environmental, Social, Governance) practices prioritizing the safety, health, and well-being of employees.

During FY 2024-25 to FY 2027-28, it is targeted to benefit 20,000 MSMEs through ESG Workshops.

Enhancement of Exports in MSMEs

Both national and international markets demand products and services that meet specific safety and quality standards. MSMEs often struggle to identify the appropriate markets for their offerings. Through this intervention reverse buyer-seller meets will be organized, to augment the capacity of existing MSMEs to become exporters and thereby increase the share of exports from Uttar Pradesh.

During FY 2024-25 to FY 2027-28, it is targeted to organize 4 reverse buyer-seller meets. Further, the participation of MSMEs engaged in the exports to be facilitated under the various Export Promotion Events in the country.

Financial support for MBA in Entrepreneurship, Innovation and venture development for Guest lecture, exposure visits, exchange programs

This program focuses on offering 2 years MBA degree to existing /aspiring entrepreneurs, first-generation entrepreneurs, women, and SC/ST entrepreneurs. Further, a short-term course is designed to impart capacity-building training to 400 aspiring & existing entrepreneurs.

During FY 2024-25 to FY 2027-28, it is targeted to benefit 180 existing and aspiring entrepreneurs under the MBA Programme and further 400 candidates to be trained under the Short-Term Training Programmes.

Strengthening and Capacity building of various agencies of the Department of MSME & EP, GoUP

The objective is to strengthen the capacity of the officials of various departments in GoUP, by imparting training on MSME Ecosystems, Industry 4.0, IoT, Cyber Security, financial awareness, greening & sustainable practices, encourage inclusive growth by encouraging women participation, etc.

During FY 2024-25 and FY 2025-26, it is targeted to augment the capacity of Government Officials.

Support for Upgradation of Training Centers

This project aims to upgrade and support various Rajkiya Prasar evam Prashikshan Kendra (training centers) of the state by hiring manpower and installation of smart class assets. These training institutes impart training on various industry functions such as machining, metalworking, etc., and support MSMEs and artisans through classroom and practical training.

During FY 2024-25 to FY 2027-28, it is targeted to upgrade the infrastructure of 13 Training Centres through the procurement of smart class assets and hiring of manpower. Training shall also be conducted to enable faculty/guest lecturers to adopt the smart classrooms and integrate their training curriculum with the upgraded technology.
