“Raising and Accelerating MSME Performance (RAMP)” is a World Bank-supported Central Sector strategic initiative to enhance the performance of Micro, Small, and Medium Enterprises (MSMEs) in India. The Programme aims to provide comprehensive support to MSMEs, by improving market and credit access, strengthening institutions and governance at the Centre and State, improving Centre-State linkages and partnerships, addressing issues of delayed payments, and greening of MSMEs. The Government of India envisions RAMP as a pivotal tool for empowering MSMEs, fostering innovation, and driving economic growth. Accordingly, under RAMP, the Government of India has accorded approval for a Strategic Investment Plan (SIP) to be implemented in the state of Uttar Pradesh.

Uttar Pradesh Small Industries Corporation (UPSIC Ltd.) is the nodal agency for implementing this scheme in the state and leveraging RAMP to enhance the performance of MSMEs in the state. In line, the Government of India has approved various interventions as part of the ‘Strategic Investment Plan (SIP)’ under the RAMP framework for the state of Uttar Pradesh. Know MoreThis intervention aims to increase public awareness of demanding Zero Defect and Zero Effect products through the MSME Sustainable (ZED) Certification workshops and motivating our MSMEs to adopt a quality-driven ecosystem.
By FY 2027-28, 1638 ZED workshops are to are targeted to be completed with the outcome of 20 certifications per workshop, making it a total of 32,760 ZED Certified MSMEs in 4 years.

During FY 2024-25 to FY 2027-28, it is targeted to establish 16 Pledge Parks in Uttar Pradesh, 02 Pledge Parks to be established at 8 aspirational districts. To encourage and boost the development of the PLEDGE Parks in these districts, a fiscal support of 50% of the interest to be extended on the gap funding to all such PLEDGE Parks in the state with a capping of INR 50 lakh.

MSMEs often struggle to identify the appropriate markets for their offerings. Through this intervention reverse buyer-seller meets will be organized, to augment the capacity of existing MSMEs to become exporters and thereby increase the share of exports from Uttar Pradesh.
During FY 2024-25 to FY 2027-28, it is targeted to organize 4 reverse buyer-seller meets. Further, the participation of MSMEs engaged in the exports to be facilitated under the various Export Promotion Events in the country.

During FY 2024-25 to FY 2027-28, it is targeted to benefit 180 existing and aspiring entrepreneurs under the MBA Programme and further 400 candidates to be trained under the Short-Term Training Programmes.

Read MoreThis project aims to upgrade and support various Rajkiya Prasar evam Prashikshan Kendra (training centers) of the state by hiring manpower and installation of smart class assets. These training institutes impart training on various industry functions such as machining, metalworking, etc., and support MSMEs and artisans through classroom and practical training.
During FY 2024-25 to FY 2027-28, it is targeted to upgrade the infrastructure of 13 Training Centres through the procurement of smart class assets and hiring of manpower. Training shall also be conducted to enable faculty/guest lecturers to adopt the smart classrooms and integrate their training curriculum with the upgraded technology.
